Annotation

This article considers how smart technologies could support the economic development of Ganja, one of the principal industrial, educational and cultural centers of Azerbaijan. The analysis rests on a literature review, a comparative reading of the Smart City concept and a SWOT assessment. On this basis the authors outline a conceptual Smart Ganja model in which digital infrastructure, urban data, analytics, digital governance and smart services form a connected chain, and relate it to the Master Plan for the Development of Ganja City until 2040. Priority areas, implementation stages and performance indicators are proposed. The conclusions are conceptual and have not been tested empirically.
