The article mentions a series of important issues to promote agricultural and rural development towards industrialization and modernization from the perspective of state management in Louangphabang province, the Lao People's Democratic Republic. In particular, it focuses on analysis and interpretation to contribute to answering two basic questions. The first question is how should the State impact, in what ways to promote agricultural and rural development in the direction of industrialization and modernization? The second question is how to improve the effectiveness of state management over agricultural and rural development in Louangphabang province, Lao PDR in the current stage of industrialization and modernization?
