Annotation
This paper proposes an integrated digital system for optimizing tuition fee management in higher education institutions. Traditional tuition management systems often suffer from inefficiencies, lack of transparency, and delayed financial processing. To address these issues, a multi-tier information system architecture is developed, supported by a relational database model and a mathematical optimization framework. The proposed model minimizes transaction latency and operational costs while ensuring data consistency and security. The system design incorporates database normalization, transaction management based on ACID properties, and role-based access control. The results demonstrate improved scalability, performance, and reliability.
