Abstract: The process of formation of the Russian labor market has a distinctly pronounced regional specificity. The huge scale of the country, territorial differentiation of unemployment, the increase in illegal employment transform the solution of problems of balance of labor resources in one of the most acute problems.From this perspective article is of great interest, because it contains not only the analysis of the author’s Method of formation of human resources in the region, which is fundamentally different from the Federal, but also highlights the possibility of using the balance model of the Republic of Komi at problem solving of the rational distribution of productive forces and economic in the districts.
